What is basic medical coverage for students?
The mandatory health insurance for students (amo-etudiants), governed by law no. 116-12, provides its beneficiaries with coverage for health risks and medical expenses related to illness, accidents, maternity, and physical and functional rehabilitation.
This scheme is managed by the national fund of social welfare organizations (cnops) and is administered independently from other health insurance schemes by a dedicated board of directors.
Who is eligible?
Amo-etudiants grants students in higher education institutions the right to reimbursement or direct coverage of expenses related to curative, preventive, and rehabilitative care.
The following categories of students can benefit from the amo-etudiants scheme :
- Students as defined by law no. 01-00 on higher education ;
- Students enrolled in higher education or executive training institutions under a ministerial department or its supervision, requiring at least a baccalaureate or an equivalent diploma ;
- Students pursuing studies in traditional education, as per law no. 13-01 ;
- Students preparing for admission to institutes and higher schools or pursuing a higher technician diploma ;
- Students enrolled in a specialized technician training program, as established by current regulations ;
- Students attending private vocational training institutions, authorized within the specialized technician cycle.
What are the eligibility conditions ?
To be eligible for amo-etudiants, a student must meet the following criteria :
- Be duly enrolled in one of the institutions listed above ;
- Be 30 years old or younger (this condition does not apply to students in traditional education) ;
- Not be covered by another health insurance plan, either as a primary insured or as a dependent.
It is important to note that only the student benefits from amo-etudiants. Dependents (such as spouses or children) are not eligible under this scheme.
What contribution do students pay ?
- Public-sector higher education students do not pay any specific contribution for amo coverage. They are automatically enrolled and affiliated with cnops.
- Private-sector students, however, must pay a fixed contribution of 400 dirhams for a coverage period of up to 12 months.
Each student must have an affiliation number, which allows them to claim reimbursements for healthcare expenses, just like any other insured person under amo.
What is the role of the supervisory authority ?
The supervisory authority of insurance and social welfare (acaps) ensures that social welfare organizations comply with the applicable legal and regulatory provisions. It conducts off-site document inspections as well as on-site audits of these organizations. It also reviews complaints from affiliates, members, and beneficiaries.
What if there is a dispute with your insurance provider ?
If an insured person has a dispute with their social welfare organization, they can file a complaint with acaps for review and resolution. Acaps will assess the complaint and, if necessary, take the appropriate action in accordance with legal provisions and its regulatory authority.
